William H. Mills, Jr. , President, CEOBS, Civil Engineering, University of Florida
Bill Mills, Jr., graduated from the University of Florida in 1962 with a Bachelor’s Degree in Civil Engineering and has lectured at the Massachusetts Institute of Technology (MIT) on the construction management project delivery system. He is a licensed Class A General Contractor in the State of Florida.
With over 40 years of experience in the construction and development industry, Bill has been responsible for the implementation, planning, scheduling, cost control, value engineering and construction of more than $2.5 billion of institutional, educational and commercial projects.
Prior to establishing University Housing Services in 1992, Bill was Owner, Chairman and President of Federal Construction Company from 1982 to 1991. Under his leadership, Federal Construction became the largest builder in Florida and one of the largest in the southeastern United States. Technically demanding clients of Federal Construction included AT&T, Anheuser-Busch Corporation, Florida Power Corporation, McDonnell-Douglas Corporation, United Space Boosters, Inc., the United States Air Force (Cape Canaveral), United Technologies, Inc., and Westinghouse Corporation.
Bill is involved in each UHS project on a day-to-day basis, working closely with clients and UHS team members, to ensure that both our clients’ expectations and project goals are met or exceeded.
